The island's eastern coast—Tulamben, Amed, Padangbai—offers shore-entry sites where visibility routinely exceeds thirty metres during the dry season, and water temperature holds steady between twenty-six and twenty-nine degrees Celsius year-round. The USAT Liberty, a 120-metre American cargo vessel torpedoed in 1942 and beached at Tulamben, now rests in twelve to thirty metres of water, encrusted with gorgonian fans and patrolled by bumphead parrotfish and schools of jackfish. It remains Indonesia's most accessible wreck dive, reachable by a short swim from black sand.
Bali's dive industry matured in the 1980s alongside the island's broader tourism infrastructure, but the underwater sites themselves have been known to Balinese fishermen for centuries. Padangbai's Blue Lagoon shelters pygmy seahorses, nudibranchs, and juvenile sweetlips among hard coral formations at depths suitable for Open Water students. Nusa Penida's southern channels, by contrast, demand advanced certification and experience with strong currents; manta rays gather at cleaning stations off Manta Point, and the occasional mola mola ascends from the thermocline between July and October. The island's dive operators range from single-boat outfits in Amed to PADI Five Star centres in Sanur, with most offering modular packages that combine introductory dives, multi-day certification courses, and guided excursions to multiple sites.
Certification pathways follow the PADI Open Water Diver curriculum: confined-water skills in a pool or calm bay, four open-water training dives, and digital coursework completed before arrival or on-site. Three-day formats compress theory and water sessions into consecutive mornings, with afternoons reserved for optional fun dives or rest. Tulamben's Liberty Wreck serves as a final training dive for many courses, offering navigation practice around a large structure in benign conditions. Operators based in Padangbai and Amed typically include equipment, instruction, and lunch in package pricing, though nitrox fills and underwater photography carry separate fees.
